This is Michael (the one who filmed and published the vids). Won is referring to methyl cellulose- a stiffening agent. It's what serious folders sometimes use on super complex models for specialized paper- like folding Robert Lang insects, Kamiya, or Brian Chan models. Just run a Google search for it along with the tagline "origami". I know on the Origami Forum, there are threads on the topic.
It will help your koi retain its shape very well over time.

Great job on this! It turned out well.
I think this is destined to become a classic. Not too hard to memorize and to fold in a short space of time; and the end result is fantastic! It is receiving great reaction from people. It's amazing how much origami action models, especially, can put people in a child-like state- especially when well presented. There aren't too many dollar bill action models so again, thanks for sharing a great creation!
