The Program for Children with Special Health Care Needs was launched in 2009 by the Lucile Packard Foundation for Children's Health. The Foundation's mission is to elevate the priority of children's health, and to increase the quality and accessibility of children's health care through leadership and direct investment. The Program supports this mission by advocating for development of a higher-quality health care system for children with special needs and their families. The Program makes grants, commissions and publishes research, and operates the California Advocacy Network for Children with Special Health Care Needs.
