Lackawanna Citizens' Overwatch Project

Lackawanna Citizens’ Overwatch Project (L.C.O.P.) is a grassroots community advocacy and watchdog organization founded in 2024 after our founders father died of cancer. Before he passed, he believed his illness may have been connected to exposures from his former employer, the Specialty Records/WEA/Cinram facility, which manufactured records, CDs, and DVDs. His concerns led us to begin asking questions, filing public-records requests, and investigating the site’s environmental history.

What began as one family’s search for answers has grown into a broader effort focused on environmental concerns, government transparency, corporate accountability, historic contamination, cancer-related exposure concerns, and proposed data center development throughout Lackawanna County.

Our mission is to follow the facts, demand transparency, protect our communities, and give residents a voice in decisions that may affect their health, environment, and quality of life for generations.
