Because a murderer and/or rapist poses a much smaller threat to society as a whole. A technical expert could (from any internet connection) surface a public outrage or even government tension overnight by posting details on a corporate, government, or international injustice, cover-up or any other unsettling information. Think of it this way, if you had to worry about someone killing your pet or someone posting online how to easily kill pets... which would be the most dangerous in a society?
