As far as I can tell, I think it may have something to do with a stigma on involving other people with "your" problems. Somehow it is undignified to ask for help. Of course, those who help on their own accord are often praised, but not many seem willing there.

But, while in the US we are more likely than not going to retaliate, there have been unfortunate instances where nobody has stepped-in or even called 911 when somebody was getting the shit beat out of them or raped in a busy street. :(
