1. they didn't Arkham City is a city sized prison.

2. from the people who run Arkham City, to make it seem the city was out of control.

3. he isn't he is locked away in the 'city prison'

4. no an asylum is more like a hospital.

Arkham City was a prison were every Gotham criminal was sent to.

the original prison in Gotham is called 'Blackgate prison'

It's far from The Sims.

Imagine something like Skyrim, when it comes to game size and longevity, character developing, and different ways to create a story.

Now apply that on a giant Gotham and its surroundings maybe. Like GTA, but maybe you could develop new techs and upgrades for the batsuit, in your mansion (not too much grind), a bit like this Arkham City but 10x bigger with a few extras for char development, and more "side stories".

And of course the "mounts", car and plane.
