To estimate the possible range of such Directed Energy Weapons one has to understand how they work.
Usually a laser will be used. The power on the target has to be sufficient to produce currents imitating nerve pulses, like is done by a muscle trainer or a cardiac pulse generator. So thats not too much. The actual low frequency current can be produced by low frequency beats between two lasers. Or by high frequency beats with asymmetric pulses.
The US has built lasers powerfull enough to burn holes into rockets at least hundreds of km away. Thats overkill for interfering with the nervesystem but shows the possibilities of keeping the laser on the point despite atmospheric distortion.
