Riverside County: Ordinance 884 and protests at Gold Base
The Riverside County Board of Supervisors consists of one elected Supervisor for each of five districts in Riverside County, located in the "Inland Empire" of the State of California, USA. The current Supervisors are Bob Buster (First District), John Tavaglione (Second District), Jeff Stone (Third District, southwest Riverside County, includes Gold Base), Roy Wilson (Fourth District), Marion Ashley (Fifth District). In 2008, Roy Wilson was chairman of the Board meetings. Jeff Stone became chairman on Jan. 6, 2009.
Jeff Stone first put forward Ordinance 884 "regulating targeted residential protests" at the Nov. 25, 2008 Board meeting. Supervisor Stone says he wants to protect freedom of religion and the rights of residents by limiting the distance at which protesters can stand from a residence, but Ordinance 884 is backed by the Church of Scientology (COS), a cult whose international headquarters are located at a compound called "Golden Era Productions", aka "Gold Base", in Gilman Hot Springs near Hemet. The COS apparently wishes to prevent protests close to Gold Base. The COS has been the object of criticism for decades and, since Feb. 2008 in particular, individual masked (Anonymous) and unmasked critics have protested publicly. Supervisor Stone described Anonymous as a hate group at the Dec. 9, 2008 Board meeting. Ordinance 884, prohibiting protest within fifty feet of a targeted residence's property line, received preliminary approval 5-0 at the Jan. 6, 2009 Board meeting, along with a counterpart Urgency Ordinance 888. The final vote was to take place at the Jan. 13 meeting, but after discussion, the Board decided 5-0 to resume debate on Feb. 10, 2009. Ordinance 884, modified to keep protesters at least 30 feet from a residence's property line, received preliminary approval 4-1 on Feb. 24; Supervisor Buster cast the dissenting vote. Urgency Ordinance 888 was repealed on Feb. 24 because it was deemed unnecessary. Ordinance 884 received final approval 4-1 on March 3.

David Allyn Dokich (died 2007) was a high-risk sex offender who was placed in a Mead Valley halfway house after his release from prison in 2005. Supervisors Stone and Buster joined protesters picketing against Dokich near this "residence" in Supervisor Buster's district.
Proposition 8 ("Prop. 8") is a resolution banning same-sex marriages. California voters approved Proposition 8 on Nov. 4, 2008. The COS supported Proposition 8.
