re: turn-around... there are some existing videos on youtube--one is by a kid, which makes it very endearing. plus, it will motivate you to do at least as well as a kid ;)
in that video, the lure is used over the head, while some of the big trainers will place the lure under the perch. you will have to determine what works best for your bird. note the video mentions written instructions by trainer Tani Robar.
also, Barbara Heidenreich, has some written instructions on goodbird.com

I let his wings grow out to let him fly, but he didn't. He does not seem to want to. The wing movement you referred to means I want to go there. If he was trying to fly he could have.

do you have an avian vet in your area? that would be a last resort, but you should have one ready in case. you should go back to the breeder or store first, as they would know the bird best.
but if you can't get to the breeder or store, or if they can't help, you will need to bring it to a vet. did whoever you got it from guarantee that the bird would be healthy? you should be aware that cockatiels are very susceptible to intestinal parasites, so you need to make sure yours is healthy.
however, not eating when going to a new home is also fairly common -- esp with young birds.
no matter what -- check with the breeder or store asap.
