notch is ok with mods, because you cant play minecraft with just mods without base game.
(That was a joke)
Mods kinda also distribute some of the jar (BASE EDITING MODS) and Mojang did actually use a week to think about it before notch stated in a tweet that he was ok with modders publicing their mods.
That does not mean you should distribute neither the jar and especially not the whole .minecraft folder as that will make it possible to use the file for piracy (SSP ofc (and offline servers))
Please don't distribute it, just don't.
