Me too! The idea for the user name was from being told the Police would have me declared a Vexatious Litigant so they didn't have to follow up my complaints. As it turned out it was much easier than that for them, I was told in a phone call they would do nothing unless a car actually hit me. One Month after being Hospitalised by a UTE that failed to give way to me and it appears even that is in question. Though this may be limited to Henderson Police Station.
If you are still considering a trip to New Zealand, either cycling or in a car, take some time to search New Zealand's road safety statistics, they will confirm my views, despite massive under reporting of Cyclist collisions. Getting to New Zealand takes a lot of time and money, and if you don't feel safe on the roads once you are here there aren't any real alternatives. Before you get on a Plane there are many alternative Countries where the scenery is just as good and the roads much safer, it is meant to be a holiday after all, choose somewhere you can enjoy!
Wait for road safety to improve before booking a trip, quite easy to find online, search "world road deaths by population" or similar.
