There are two programmes I can recommend:
1. Magix Video deluxe - This one is good for editing if you only care for a few, simple effects
2. Sony Vegas Pro 8 - That's the one I use. I bought it for 65$ on Ebay, cause you cannot afford to buy directly at Sony's website. It has lots of effects and you can do almost anything you can think of.
