What conditions are you keeping constant? Make sure to replace the water treatment plants before they go defunct or else land values will drop, leading to some abandonment of zones.

Sorry, but you specifically "presented" the claim that "Jacque has just taken the Atlantis Myth", when you have no evidence to back up such a claim. Additionally, you also have no evidence for the claim "Jacque has just watched too many atlantis shows." It seems you are just making baseless assumptions.

What you should have said is that there are similarities between Jacque's designs, and that of Atlantis, and this video is the evidence to suggest it is so.

I suggest everyone here does some research on TheVenusProject (d0t c0m) founded by industrial designer, social engineer and inventor Jacque Fresco. You can search videos on him and The Venus Project on YouTube.
