Since 2007, Joe has served as the U.S. Representative in Congress for the 7th District of Pennsylvania. He is the highest-ranking former military officer ever elected to Congress. Joe's District Office handled over 10,000 constituent cases the first 2 years more than three times the average.

Named the most productive member of his legislative class. Joe has fought for Pennsylvania, becoming one of the few Congressmen to serve on three House Committees, focusing on the five pillars of our national security -- which he will continue to fight for as Senator.

A Navy Admiral, Joe commanded the GEORGE WASHINGTON Aircraft Carrier Battle Group (30 ships, 100 Aircraft, 15,000 Sailors/Marines/SEALs) in the war in Afghanistan and precursor combat operations in Iraq. He served as President Clinton's Director for Defense Policy in the White House. After 9/11, the Navy selected Joe as the first Director of Deep Blue, the Navys anti terrorism unit. Joe was born and raised in Delaware County, Pennsylvania where he has always maintained his residency. He attended Cardinal O'Hara High School with his brother and six sisters, graduated from the U.S. Naval Academy, and earned a Masters and Ph.D. from Harvard University. After his distinguished military career, Joe was elected to represent his home district, where he lives with his wife and daughter.
