almost japanese high schools have school uniform. but i don't know about a high schoolboys. i think that a girls students likes school uniform. and i liked it too ^^ but school uniform doesn't have at the university (*◕ฺω◕ฺ)ﾉ
yup you are right. it's very cold if wear a skirt in winter. there are many places that are colder than tokyo. they wear a skirt, even in snow area. almost girls students don't wear tights. must endure it (｡▻ ܫ◅)ノ
it didn't limit it in my school. um... you must think that it's our culture (；◔ิд◔ิ) but i think their skirt length is a little bit long lately.
