Along with digging wells, please also look at rain water harvesting as a way to recharge depleted underground aquifers and falling water tables.
Given that in most drought prone areas or areas where deforestation has occured, most of the scarce rainwater runs off and is wasted, water harvesting should be promoted. It is not expensive at all and the techniques are well understood.
If attention is not paid to water harvesting, just digging wells while commendable in the short term, will only lead to water scarcity in the long term.
