hello. i have a toshiba 62HMX84 television that has an either has an issue, when i turn it on it loads up then makes a buzzing noise where the ballast is. so i took the front panel off and there was a bright blue light on a little part of the ballast, so we took care of that and it still doesnt work but there is still current going to the ballast though. any suggestions? thanks!
