Everything for maximization
Im tired right now, so lol, I'll post a description tomorrow.
Everything for maximization is shown in this recording, but there are few mess-ups and a few experimental moments in the recording because I will still in the process of learning Zhang He's moveset when I was making this recording.
If you're anxious for a description, have a look at my posts in the tier list thread on gamefaqs.

Yoshihiro's best offense is C6, and then C4. This is the best for all officers types.
Against Generics, he has more flexibility with C4, C4 (detached offense) C1, C4, C4 (with the first C4 having Multi failing to connect) C6, C4 R1, C5, C4 The C5, C4 offense is a bit funny, because officers will either Jump Charge (JC) or just flip out of it and simply land, after C5. Even though it's a bit random, there is still a chance of eating that JC, so this is why an R1 preceding the combo is necessary. His R1 gives him both an attack and defense buff. The defense buff will allow him to withstand JC's and thus, not flinch.
R1, C5, C4 may have consistency issues against stronger opponents such as Kotaro, because you have to time the normal attacks properly after the C5. If the officer falls through his normal attacks (because they're so slow) then the following C4 will not make use of Air, and thus will not finish off the officer. There's another inconsistency worth mentioning for his C5, and that is against larger and denser crowds, the officer won't even get hit upwards. The officer will fall straight to the ground, much like what happens when you attack an officer with a charge attack with Bolt and no Multi, equipped. This may not be much of an inconsistency because after you've had enough experience, you'll know just when his C5 will cause this "falling straight to the ground" will happen. But there is certainly still large Range of uncertainty with crowd size/density.
In other words, just use C6, C4 instead. Simple enough.
Against Orochi and Da Ji then, C6, C4 combo is stronger enough, but only after an R1 buff.
Against double defense Lu Bu he just needs to use three charge attacks, and as shown in the video, they do not have to chained together into a combo (although it is quite possible)

Obviously, C3 or C4-ex for maximization. C3 is probably the best way to go, but it's arguable. C4-ex has a pretty long recovery, and I get hit many times in this video because of it. You can't really use the strategy of keeping enemies only in front of him because his C4-ex works best when there aren't peons blocking some of the bullets to the officer. If you use his C4-ex far away then, you'll have less bullets hitting the targeted officer. So the thing is...you might as well just go in close and execute it, and anticipate spending two R1's to execute one C4-ex because of the counterattack after it. If you get close enough, you can deal some pretty serious damage, like shown against Double Defense Lu Bu in this video. This is actually the first time I've ever dealt so much damage to Lu Bu, so I was lucky to get it in this recording.
C3 in my view is better than C4-ex. It's easy to see that C3 has an inferior execution, but I don't recall it being much of a problem at all. The recovery of his C3 is pretty fast. Anyway, in my experience C3 execution is safer than C4-ex recovery. C3 is free too.
Sorry...I really couldn't think of anything else for the Archer Horde challenge.

Kenshin's best method of offense is his C8. His C8 is by far his strongest charge attack. Even though it takes some time getting to it, it's recovery is also very fast, compared to his other charge attacks. It is Bolt that makes his C8 strong, and maximizing it depends on how dense a crowd is. You can get his C8 to lag a little bit and cause the combo counter to skyrocket. This is similar to the other glitchy charge attacks that need dense crowds, like Nobunaga's C1 triggered by C2, Cao Pi's C6-ex, Sun Shang Xiang's R1 triggered by C1, and Yue Ying's R1 triggered by C2.
All of Kenshin's other charge attacks are inferior to his C8. It will take as many as four C4's to take down officers, but of course, this number may vary depending on the crowd size, because of Bolt. C5 is a bit better, but two will often not be enough to take care of officers. C6 is quite a weak charge attack. Multi will work with it, but even so, Multi would be a waste of a slot since it isn't needed to maximize C8 damage and his C8 damage is superior. C7 then...it probably the most damage after his C8, but not enough to KO a generic officer. This makes it pretty much useless since you can spend another normal attack to get to his C8.
The only thing to watch out for is crowd density. His C8 will work its magic even against an officer in a crowd of his five bodyguards. It all depends on how clustered together the crowd and the officer is. This is why I take the time to make one circle to gather the peons near Lu Bu. This is necessary to kill him in one C8. It's really all about mastering the right crowd density. His C8 damage can range from, not being able to kill a generic (as shown in the beginning of the video) to being able to kill double defense Lu Bu.
Kenshin's R1 gives him increased Range, and increased attack strength to his normal attacks. I believe it is attack x2. Well...the increase in normal attacks isn't so useful. What's more useful is the increased Range. This will make his seven normal attacks much safer to execute, especially against Lu Bu.

Shingen uses his C2 and primarily C2-3 for best performance. Everything about his C2 is superior to his C3. The intro is close enough to be equal in terms of overall effectiveness. For the middles sequences, Shingen's C2-2 is superior to C3-2 because he doesn't move as much. This is important for easier C2-3 or C3-3 connection. Lastly, C2-3 is stronger than C3-3, so for maximization, Shingen completely ignores C3. He also can't make use of C1 at all, and C4 has very limited uses. C4 has long recovery and has very weak damage.
His C2 has very fast recovery, but we should have to consider everything before his C2-3 as an execution time. He simply needs to waste everything before his C2-3 so all of this should be considered as more of a limitation than a defensive disadvantage. (Limitation would then mean an offensive disadvantage, which is the better way to go). So, if you keep Shingen safe during everything before C2-3, then his C2-3 should rarely be interrupted.
There is one case where his C4 can be useful and it is against stronger opponents that can't be defeated in one C2-3. After C2-3 Shingen can sometime chase after and catch up to the officer to quickly follow up with a C4-ex. This combo will take care of Da Ji, but not Orochi. For Orochi and double defense Lu Bu, stick to detached offenses with C2-3 spamming.
Since the strategy here is to waste everything before his C2-3, the idea is that he should never be in danger when doing this. The only time he can really be interrupted is during his C2-2, and when this happens, since he's not completely surrounded, we can avoid his counterattack flaws.
