the art has been developed too long away from "the people", so I think perhaps in the social power of transformation through art ... creating what doesn't exist, generating new realities. Are points of view simply, maybe this it's a posmodern thinking... greetings

I don't think that it's about power. It's about art as something that can be utilized by anyone at any moment. The galleries, museums, and other institutions exist because of art; not the other way around. I don't think people making art locally has anything to do with power. What a community does with its resources can be powerful.
