Animal overpopulation started with Nicolae Ceausescu's dictatorship. The poverty generated by this regime, combined with numerous expropriations, forced thousands of pet owners to abandon their companions. Thus, the abandoned dogs bred freely in the streets.
In a press conference on 26 April 2001, Traian Basescu, announced that, from now on, he will no longer use "euthanasia" to describe the treatment he applies to all dogs captured on the streets of Bucharest, Romania, but "liquidation".
The Mayor Traian Basescu promoted a new programme that leads to the distruction of almost all the estimated 70.000 street dogs.
This announcement unleashed a series of violent acts against animals, all over Romania, widely covered in the local media.
Due to the fact that stray animals get killed in Bucharest as well as in the governmental animal shelters, OIPA decided to intervene.
In January 2003 we decided to support the building of a shelter. OIPA collaborated with "Natura - Mostenire pentru Viitor" association of Bucharest, Romania.
In May 2003 began the building of the shelter according to city planning regulations on an area of land (3 000,00 sqm) near the Bucharest ring, in the Popesti-Leordeni suburbs.OIPA supported most part of the costs for construction work and land. It means the fence, cesspit, well, route disinfector, wooden-storage, big enclosure, play-area, foundation of water-house, first quarantine etc.
OIPA also provided surgical instruments, medicines, sanitary material and funds for food.
Today the shelter accommodates about 200 dogs. They all are sterilised, deparasited, dewormed, vaccinated, and are waiting to be rehomed.
Since we started with the emergency action the dogs are treated, vaccinated and neutered.
Natura manages a TNR program for the dogs of the comunity of Popesti-Leordeni, near the ring of Bucharest, where the shelter is located. OIPA Italy had sponsored this program.
During these years, since 2003, many animals were rescued, about 600 dogs and cats. Over 500 animals were fed or treated. About 750 animals were sterilised.
In spite of exceedingly difficult conditions, our colleagues on location have worked fast and efficiently. We want to express our gratitude to them, to the colleagues from "Natura", and to many volunteers - we wouldn't have done it without their help.
