In response to your comment on Theoretical_Bullshit's video, You just conceded my point by saying that the intentionality of a designer or user is what gives rise to oughts.
You say that God's design is a descriptive statement, not a normative statement. But the problem is that when you start out with the intentions and purposes of an agent, you are very much so starting out with an ought. Brakes ought to function the way that the owner needs them to.
