Call him a gadfly -- or call him worse. Certainly, many developers and city officials have. But if you plan on building a development project that pushes the boundaries of the Union City municipal code, you will cross paths with Larry Price. In a little over five years, Price has filed some 45 legal cases against projects in Union City he felt egregiously flouted the city's zoning laws. After getting help from a lawyer friend on the first dozen or so, Price was able to successfully litigate about 70 percent of the cases himself, preventing some 26 projects from ever being built, mostly on appeal. And though he's never studied law, he's become a kind of uber-expert in Union City zoning and earned the grudging respect of judges and land use attorneys.
