Lumen Gentium's language give jurisdiction to traditional clerics as they are the only possible recipients of the jurisdiction that Lumen Gentium cast to the wind. It is valid and lawful that bishops who, in the lack of access to a pope, choose and consecrate bishops to succeed them impart the Apostolic mission, even for dioceses other than their own.
