Elsa was found, frozen to the ground, malnourished, dehydrated and being watched over by her dam, Elsa. These horses had been systematically starved. Even though they were housed on no more than a half acre lot, their calls for food went unanswered by their owners. The owners were charged with misdemeanors. Misdemeanors. Under current Utah law, the owners could not be charged with more.
