Bumblebee speaks [in his own voice] in the '07 movie.
Okay, so I hopefully won't get so many questions...
Robert Orci said that Ratchet's regenerative beam he shot at Bee when Sam and Mikaela met all the Autobots was the reason why our favorite scout was able to speak at the end of the first movie. Why it didn't kick in until the very end of the movie, I don't know. And he also said that Bee's contact with the Allspark could work as a reason, too.
Bay liked the idea of mute-Bee, so Bumblebee was rendered mute for Revenge of the Fallen. According to the movie prequel comics for Revenge of the Fallen, Starscream shot his voice box while Bumblebee was trying to protect some soldiers, thus why he did not have a voice for the second and third movies.
