Richard B. Gartner is the Founding Director of Sexual Abuse Service at the William Alanson Institute for Psychiatry, Psychoanalysis and Psychology.
He testified on March 8 at a public hearing in NYC to look at reforming how the state deals with child sex abuse crimes, specifically whether to update the state's archaic statute of limitations in criminal and civil cases, which now protect abusers and those who hide them.
