Governor Arnold Schwarzenegger and the legislature reached a budget deal and lawmakers in Sacramento are spinning this as a victory for California.

Nothing could be further from the truth.

In July the state controller issued 153,000 IOU's worth over $681 million. Many of the recipients, like Nori in the video, are disabled and living on SSI.

The 2/3rd rule, which makes it impossible to raise revenue with less than a 2/3rds super-majority. has allowed Schwarzenegger, along with a radical Republican minority in the state legislature, to hold our state hostage. By refusing to consider any reasonable fee increases, such as for oil extraction and tobacco sales, Schwarzenegger and California Republican Party have chosen to throw away California's future.
