University of Wisconsin-Madison Professor, Melissa Scanlan, spoke to the Center for Limnology on March 20, 2013 about Wisconsin's Public Trust Doctrine. The PTD establishes the legal framework for managing the aquatic resources of Wisconsin as a commons. As aquatic scientists,our research affects policy through the lens of the PTD. Prof. Scanlan explains the history of PTD and how the State's ability to serve as Trustee for inland waters on behalf of the public has deteriorated in recent years.
