BIO:A lawyer by training, Marc joined the Luxembourg diplomatic service in 1992. He defines himself as a "developmat", since most of his career has been dedicated to development and humanitarian issues. Marc is the Director of the Development and Humanitarian Affairs Department of the Ministry of Foreign Affairs in Luxembourg. In close cooperation with partners from the private sector, he has initiated the ICT project "emergency.lu", a platform designed to restore telecommunication services in humanitarian disasters.

TALK: Marc will talk about how modern satellite-based information and communication technology can help to save lives in disaster areas. In an inspiring humanitarian project, he and his team have used the private-public partnership model to create a rapid response communication infrastructure that can be deployed within minutes and restore connectivity rapidly after a natural disaster.
