Oh look, a quiz! 1) Yes he is allowed to. 2) To make sure he doesn't run away. The cops are allowed to enforce the law. Even if it means making sure the kid doesn't try to sprint away.

For those that THINK they know. An officer is in charge to legally detain anyone they suspect of a crime with probable cause. That means as an officer, if I'm called to a scene, I can legally detain ALL of you, until I get clarification of what was going on. If it turns out you're not the group, you're free to go. If you are the group, you are arrested. Secondly, if you REFUSE to obey an officer, in the 'use of force' which has been legally upheld in the supreme court, I can and will use a taser, for being resistant. That is a 100% legally approved means of cooperation technique. Being resistant falls into 2 categories: 1. Passive - I tell you to do something, you do nothing. I can taser/pepper spray. 2. Active - I tell you to do something, you run-fight-struggle-etc. I can taser you, or put you in an arm bar, use pressure points, I can use a baton, I can use pepper spray, I can even use a dog!  Cops do not prove guilt or innocence. Cops are to maintain control of a scene and to protect the public. The judicial system will determine guilt or innocence. That's why we have courts with judges, lawyers, and jury.
