Mugen KOFE Billy

Here's the KOFE Billy. It's an edit of Ahuron's Billy with some coding from J.Lee and Koopakoot. The idea was to update '03 Billy so he'd have more '98 stuff like KOFE Yamazaki. His style is heavily RBFF influenced. I added the Fire follow up to his Sparrow Killer, but other than that, no real mods to his gameplay.
