Licenciado en Ciencias Matemáticas por la Universidad Complutense de Madrid y Doctor en Informática por la Universidad Politécnica de Madrid. Además, es Catedrático de Universidad del Área de Lenguajes y Sistemas Informáticos en la Universidad Politécnica de Madrid.

Ha sido Director General de Transferencia de Tecnología y Desarrollo Empresarial en el Ministerio de Ciencia e Innovación hasta octubre de 2009. Previamente desempeñó el cargo de Director General de Planificación y Coordinación, de mayo de 2008 hasta marzo de 2009.

Asimismo, fue Secretario de la Comisión del Área de Tecnologías para la Sociedad de la Información para la elaboración del Plan Nacional de I+D 2004-2007 y miembro del Panel de la Estrategia Nacional de Ciencia y Tecnología. Ha participado como evaluador y director en numerosos programas nacionales e internacionales de gestión universitaria, innovación docente e investigación.
