Former chief of naval operations, retired ADM Gary Roughead, and former commandant of the U.S. Coast Guard, retired ADM Thad Allen, signed a memorandum of agreement for Navy Safe Harbor April 1, 2009. It signified the Navy and Coast Guard's commitment to working together to provide the highest quality non-medical care to all wounded, ill, and injured Sailors and Coast Guardsmen.

Navy Safe Harbor is the Navy's lead organization for coordinating the non-medical care of seriously wounded, ill, and injured Sailors, Coast Guardsmen, and their families. Through proactive leadership, the program provides a lifetime of individually tailored assistance designed to optimize the success of the shipmates' recovery, rehabilitation, and reintegration activities.
