Like the phoenix, the California Department of Fair Employment and Housing has transformed itself under the State's fiscal austerity to become a more effective and efficient civil rights agency. To meet these challenges, the Department adopted the motto, "to SOAR as the nation's top civil rights agency." "SOAR" stands for "service," "outreach," "advocacy," and "resource."
