Francis Scott Key, the writer of the Star Spangled Banner, was captured on a British war ship while he was trying to save his friend. The British wouldn't let him go, they feared he would tell the Americans of their war plans. While he was on the ship, the most he could do was sit and watch the war and hope for the best. The speech bubbles in the video are explaing what was going on after the war was over and what Francis Scott Key wrote the Star Spangled Banner about after he witnessed the battle.
