El 2 de enero de 1985 se inició el camino hacia la realización del tercer congreso del Partido Comunista de Cuba. Su concepción fue diferente a los anteriores, pues tuvo lugar en dos partes, una en febrero de 1986 y otra en noviembre del mismo año. El objetivo fue permitir el debate popular sobre el nuevo proyecto de Programa del Partido.
