This new, unused gel came with the Portal 2 update for the Peer Review DLC. The textures and particles are missing, but it still does function in certain aspects. This new gel replaced gel 1, or adhesion gel. But it still retains all the propulsion gel slide stoppage properties of the old adhesion gel. But as for its new effects, the gel can now reflect lasers like a mirror. Chances are, this was initially planned to be used in the DLC. Valve probably then decided that merely reflecting lasers wasn't versatile enough in comparison to the other existing gels, not to mention that it was too similar to what laser redirection cubes do.

At any rate, if you want to mess around with this gel for yourself, just put an info_paint_sprayer in a map with the gel type set to "stick." If you don't know how to use Hammer or you just don't feel like using it, then there's a reflection gel map I made for download through the Steam Workshop below.
