At a Senate Homeland Security and Governmental Affairs Permanent Subcommittee on Investigations hearing titled “Securing the U.S. Research Enterprise from China’s Talent Recruitment Plans," Senator Mitt Romney (R-Utah) questioned witnesses from the FBI, State Department, National Science Foundation (NSF), National Institutes of Health (NIH), and U.S. Department of Energy.
Hostile powers—China, Russia, North Korea, Iran—are actively recruiting scientists at American research institutions and universities to steal U.S. intellectual property through programs like China's "Thousand Talents Plan." This means the American taxpayer is funding research essentially assisting the development of China's military and economy. Making these research institutions and universities aware of these nefarious plans only goes so far. Congress must work with these institutions, as well as the State Department, FBI, and other agencies, to develop a comprehensive and coordinated strategy to identify and respond to these threats.
