This is a high frequency analyser for RF microwave radiation, with an attenuator to make it less sensitive, allowing it to read higher levels. I have taken readings all over the city, on many kinds of devices and emitters, and these readings are by far the highest I've seen anywhere. The analyser shows peak readings, not averaged. If I had these in my home, I'd certainly want to know how high these sharp spikes in radiation were.

Pulsed emissions are, sensibly enough, thought to have greater biological effects than continuous emissions.
