democracy in antique greece had a different meaning than what we can read today in wikipedia, I translate:
'Demos' means actually village (and NOT people), 'kratein' means like 'ruling', so a democracy is a self governing village; therefore its clear that democracy can only work in small autarkic units, else it basically results in tyranny. [note: as far as i know all state theory agrees, that a small state is better]
But the people is the sovereign?
No, 'deme' was kind of an aristocratic system, ie a small group of leaders, the 'citizen' was a subordinate 'control council', the 'people' were the persons loyal to the system, whom was given the right to wear weapons, thus the later army.
These 3 organs, deme, citizens and people made up only 10% of the whole population of the village.
The rest of the 90% were called 'idios'.
