Arthur Foote (1853-1937) was born in Salem, Massachusetts, and was the only important US composer of his generation to have been educated entirely in his own country. He wrote in most major genres, and also penned textbooks. These two pieces seem to have been commissioned by the JB Millet Co. of Boston for an anthology (the other bagatelles are unrelated), and were published in 1893. They actually sound quite 'English' to me, and are reminiscent of short pieces being written by Elgar and Edward German at around the same time.
