UTLA President Warren Fletcher addresses the LAUSD School Board, June 18, 2013 on the need to establish guidelines in regards the Parent Trigger Law at the District level. The law currently allows a majority of parents at a low-performing school to vote to convert a school to an independently-run charter school or force major staff changes. However, many groups have approached parents to sign petitions under false pretenses giving parents the illusion that they are doing the right thing. The Parent Trigger Law offers no governing oversight into how these groups conduct business and collect signatures.
