H.B. No. 1969, H.D. 1 RELATING TO CONTRACTS. (Construction Contracts; Subcontractors and Materialmen; Payments) PASS THIRD READING

The purpose of the bill is to shorten the time by which subcontractors and materialmen are to receive progress and final payments from contractors on government and private construction projects. The bill also establishes interest penalties for contractors who fail to make payments to subcontractors within a specified period of time. Supporters: Ironworkers Stabilization Fund, Hawaii Building and Construction Trades Council, American Federation of Labor -- Congress of Industrial Organization (AFL-CIO). Opponents: Contractors License Board; C&C of Honolulu, Dept of Design and Construction; Building Industry Association (BIA) of Hawaii; General Contractors Association of HI.
