U.S. Senator Roger Wicker (R-Miss.) spoke on the Senate Floor Tuesday afternoon urging President Obama and Secretary of State Hillary Clinton to make human rights and rule of law in Russia a central part of U.S. efforts to reset bilateral relations.

Sergei Magnitsky, a lawyer representing Russia's largest foreign portfolio investor, uncovered the biggest tax rebate fraud in Russian history. He was thrown in pre-trial detention where he was pressured and tortured by Russian officials to withdraw his testimony. Each time he refused, his conditions and health worsened, and he eventually died due to lack of medical care. Magnitsky's death has become a symbol of the injustice and corruption by the Russian government.

In May 2011, Senator Wicker cosponsored the "Sergei Magnitsky Rule of Law Accountability Act." The bill extends the application of visa and economic sanctions to officials in cases of gross human rights abuses.
