Crime and arrests are two totally different things but are often thought to be directly related when NYPD generates their crime statistic numbers. Let me explain the difference, when a person is robbed or murdered that is a crime, when a person is stopped and found to be carrying a weapon or drugs an arrest is made even though there is no victim. Raymond Kelly under Mayor Michale Bloomberg demand that their officers harass, ticket and arrest people for merely being outside in order to generate money for the corrupt justice system and prison industrial complex.

Criminals who are actually committing crimes are met with no opposition as the officers are too busy harassing innocent people looking to write a summons or make easy arrest to fulfill their quota requirement. NYPD Police commissioner Raymond Kelly loves to credit his Stop and Frisk practice for a so-called reduction in crime but has been dragging his feet on producing the NYPD crime statistic investigation report sighting that the department has no power over the independent investigation.

Former NYPD officers have stated that NYPD downgrades serious crimes and encourages people in some cases not to file reports so the department will appear to be reducing crime. The truth of the matter is that NYPD is not on the streets preventing crime for the most part, but instead focuses on generating revenue from traffic infraction and victimless crime arrest like Marijuana possession. Whistle blower NYPD officers have come forward and said that they are given a quota of 20 summonses and 1 arrest per month or their job will be in jeopardy.

Evidence that crime has not decreased through NYPD's stop and Frisk program is evident when we turn on the News and watch at least 2 to 3 robberies and perhaps a home invasion, and those are just the one's they report on. We have a police department that is motivated by writing tickets to make money for the courts and fill prisons so corporations and investors can profit from the mass incarceration of citizens. NYPD officers have become detached from the oath they took to protect and serve the community and are instead behaving like predator like brutes on the hunt that are strictly interested in overtime pay and achieving their monthly quotas.

Police commissioner Raymond Kelly seems to have taken a stance where he is not to be held responsible at all for the independent committees failure to complete their report even as past news reports have found NYPD crime reports thrown in the trash and giant paper shredder trucks going from precinct to precinct destroying files and paperwork. The bottom line is that crime is escalating due to mass joblessness and the desperation unemployment creates.

The police are on the streets to profit from those they can ticket and arrest for revenue generation alone while people that call 911 are made to wait considerable amounts of times for officers to respond to their distress calls.
