Picking up where Part 9 of this series left off, shortly after Governor Scott Walker of Wisconsin passes what he calls "the budget bill", angry liberals, Democrats, union members, and many others gain more than enough signatures on a ballot for a recall election: only the third of its kind in American history. Big money manages to triumph over organized labor, however, since Walker apparently has plenty of financial help from outside Wisconsin.
