This is a technique used to hide the double crouching motion that Wang Jinrei does when performing a Waning Moon throw attempt. Many players are keyed into this motion and will break it based on the repeated crouching made when trying to attempt the throw.

Since it is his only 1+2 break throw, and considering the damage he gets when it lands, having it be less predictable only helps.

This video shows how to hide inputs into other moves and how to avoid crouching altogether when attempting the Waning Moon, therefore making it less obvious and expands the throws uses.
