Alexander Rutskoy, who was Russia's Vice President at the time, visited Bender (Bendery), the second largest city in Transnistria, in 1992. Two years earlier, in 1990, Transnistria had declared independence. VP Rutskoy supported Transnistria's right to independence but President Yeltsin did not. The same year, war broke out when Moldovan forces attacked and tried to stop the independence movement.
