This isn't a big tutorial on different styles of chibis and such but more of a narrow tutorial on how I draw mine. I'm not that good or an expert on them so I don't feel very confident on teaching other styles. I can give out some pointers though.
How "chibi-like" a chibi is, is dependent on the head-body ratio. Basically bigger head = more chibi. I've seen chibis with really big and pretty small heads so its all up to you.
The bodies are really dependent on how you style then and its all up to personal preference as there is no rule i can teach you for you this. All I can say is that its best to have some sort of grasp on human proportions and anatomy to make it look good as even though its a simplified version, you'll need to learn the rules before you break them.
If you're still having trouble making them look right then try copying your favorite artist's chibis and going from there! But remember that these are just for practice and not something to be shown as you own work ^_~
