On the evening of Friday, November 13, Paris was struck by an unprecedented series of terrorist attacks claimed by the Islamic State group (also known as ISIS, ISIL or Daesh). At least 129 people died and dozens more remain in a critical condition after the attacks, which officials said were carried out by three teams of terrorists. Can we negotiate with terrorists?
